When small coins disappeared from circulation in 1861-62 and cash was hoarded, notes of credit were issued. The U. S. Treasurer, Francis E. Spinner, created postage currency by affixing postage stamps to Treasury paper. The next step was to print the stamps on Treasury paper, which was authorized on 1862. Later issues which did not show stamps were called Fractional Currency. Minting of silver coins was authorized in 1876 which redeemed the currencies.
